As for magic, I got jack diddly
First off, you didn't bring up any Rune Knight contribution to put her in the radar.
Second, the "dual persona" thing doesn't clarify what really applies to the Holy Knights or not. Also while law-abiding is good and all, her strictness seems kinda unstable, at best mitigating it with "she knows the rules of the group".
Third, the background is too vague. Also "lived pretty long time" is also too vague. Just stick to a reasonable age. Please. Also there's no need for a Scout to find other Holy Knights. The Council are the ones who invite people to be Holy Knights, the Knights just choose their squires and future successors.
And this part, is just for me, for future reference. If, after you take these into mind, I accept your application, I want to make it clear that, I do not want to see on your Holy Knight's page any comments that make her "better than others", having a "stronger influence" than others, or anything that would make her a step above the others, even if it's still below Azriel. I do not want to see any kind of things like that, which create divide and are just obnoxious.
And also, it's pretty damn much to give her more after she has Chaos Arts, which is very extensive that it alone is good enough for a character. And don't give me Per's Lisette as an excuse, Per doesn't fuckin' count, she does whatever, she ain't planning on RPing with any shit she makes, okay? Try and organize her abilities better, maybe, the tome and all and healing is a good start.

First off, while it is true that we discussed Dardar once before, for the sake of proffesionalism, and my own inability to consistently read an entire article with purposes beyond just checking it for shits and giggles, I'll require you to describe what the artifact is, what it does, and how it affected the Rune Knights to the degree that it made her a Holy Knight.

While those are good qualities, please note that the Holy Knights have become anal about people having inclinations that remind of Michael, who was extreme in his path to destroy Dark Mages to the point it got out of hand, and he defected, becoming a criminal again.
Basically, the idea isn't bad, but it doesn't fit a Holy Knight, who are supposed to be basically ideal, and not shady at all. There's a reason they're unbearably strict about their members. Say what you will about the council "being shady", either going by canon or the typical fanon interpertation, but the Holy Knights aren't meant to be a part of that. I don't want to sound as if I'm policing your idea, but I inevitably am, due to the requirements a Holy Knight needs to meet.
Reading what you described raises some red flags akin to Michael, hence why it is an issue.
If you want to make him a Knight, figure out what kind of contribution he made, and fix up his abilities, then apply again. Or wait until there's more Knights, and ask them.
Damon's Abaddon is fine, he passes. Although, Territory manipulates space, which isn't simple, and the way you phrased it made it look like it's something simple he can just "use" and chooses to use for defensive use only. While I won't tell ya to change it, it does sound quite iffy.
Regardless, he's fine.
Okay, Copy. Copy, mah boy, Squires don't need an application, only Holy Knights do. You just need to ask the user who has a Holy Knight.
Unfortunately, I've recently asked Per if I could make Keine's squire, to which she said yes, shortly after she was first approved to join. I've already discussed it briefly with her, and she didn't seem to recall you, either forgetting or assuming you discontinued your plans.
But, for the actual character, he's fine, for the most part. But my issue is he's no Squire. Squires can be prodigies and powerful, but they are meant to be inexperienced, or atleast, not masters per se, who the Holy Knights choose to teach and be their successors one day. Additionally, they are not lite copies of their masters, as it seems to be what you have with Kevin specializing in lightning, though his intelligence being great is a good skill on its own, and I don't really see any reason to give him an additional element magic or a moolding magic much less.
Please go over these, and do not take this the wrong way, about me making Keine's squire now, since it seems it's been a really long time, additionally, this is a reboot of sorts. Ask other Holy Knights if they'd like a squire, and wait for their replies.
Right, I'll start replying to Tabor and BB in order.
Since Cedar's master is the partner of Ashy's planned Holy Knight, I'll make an exception for this "successor died, and got promoted" route, but he does show qualities of a Holy Knights. As such, I will accept him in.
Now, for Tabor's Werther. He's fine for the most part, but my one issue is this bit
"Personality wise, Werther is cynical and highly abrasive. He does not get along nor trust people, dedicating all of his life to train and destroy dark mages."
Now there's nothing inherently wrong with being dedicated to destroying dark mages, but not getting along or trusting people is an issue when you're in an elite and important group, with a leader. Being abrasive is more subjective and debatable, and being cynical is just fine. I'd say just work on that bit, and he should be fine.
I've also forgot to mention that Werther needs to have done a significant contribution to the Rune Knights or Council to be granted into the Holy Knights.
Looking through your bullet points and Keine's page, I've decided that she's legible to join again. While usually a Holy Knight requires a significant contribution to the Rune Knights to join, Keine's status as a Saint can be an exception, purely because she is a part of the wiki's official saints group, so this exception can and will be a one-time thing.
