Hou Dowager(ホウ皇太后; Hō kōtaigō) is the High Priestess of Manus Zeref. Second only to Anatoly in authority in the dark cult, she officiates the vast majority of its unholy rites and act as the Black King mouthpiece for its loyal believers. She currently holds the rank of Queen in the Inner Circle.
